The Gloucester Community Foundation was established in 2000 to preserve and enhance the quality of life in Gloucester, Virginia, through philanthropy. The purpose of the GCF is to assist donors in the achievement of their philanthropic objectives; to establish a permanent reservoir of charitable funds to enhance the Gloucester community; and to promote philanthropy and volunteerism. The Foundation aims to meet community needs and strengthen local nonprofit organizations. Community foundations offer effective permanent stewardship of philanthropic funds and flexible ways for citizens to contribute to the welfare of their communities.

The Gloucester Community Foundation (GCF) was established as a regional affiliate of The Community Foundation Serving Richmond and Central Virginia, a publicly supported tax-exempt organization. The GCF is governed by a local Advisory Board of Directors while benefiting from the fiscal and administrative support of The Community Foundation. The Gloucester Community Foundation offers various vehicles for donors, including donor-advised funds and field of interest funds. The GCF Board has also established and is building the Gloucester Community Endowment Fund that makes grants to local nonprofit organizations. In addition, the GCF will occasionally initiate projects or forums to benefit the community.
